The East Lakeview Pilot Project is an effort to reduce hate crimes and strengthen police-community cooperation. It combines:

  • A dedicated nighttime bike patrol unit in the 23rd Police District from April through October, in both 2000 and 2001 (daytime patrol runs year round)

  • A community problem-solving team led by the Lakeview Action Coalition

  • Assistance from the State's Attorney's Community Prosecutions Unit

Why is the pilot project needed? Year after year, East Lakeview is the site of Chicago's largest pattern of reported hate crimes. Three busy commercial streets-Halsted, Broadway and Clark-form the spine of the pattern between Diversey and Grace.  The crimes, most of which take place between 8:30 PM and 4:30 AM, target gays and lesbians, African-Americans and Jews. Most of the crimes in the pattern are batteries and assaults committed in public places-streets, alleys and parking lots.
